Power outage in Baghdad. I'm thinking this was by design. As much as possible, considering huge bombs were being dropped on various strategic locations, the coalition has wanted life for civilians to go on as normally as possible, and that would include having electricity and running water. With the battle in Baghdad in the offing, this may be yet another strategic move to cripple Iraqi forces from operating effectively, while again shortening the duration for civilians as much as possible.
