If this is true, the Philippines has managed not only to violate the unwritten (or maybe it is written somewhere) rule about not negotiating with terrorists, they've legitimized their whole operation by sending a diplomatic delegation to Iraq to do the talking. It would be interesting if it turned out that Philippine diplomatic ties were established with the terrorists before the new Iraq government, though I'm not sure where to look that up...
