How Do You Surrender To Your Own Citizens?

I guess you would need an effective military (and the stones to use it) to be able to declare martial law. Stay tuned to this situation, to see what rifle-droppers do when the kettle boils over (I know I'm curious).

Update from the wolf: At the risk of sounding melodramatic, I think we may look back on this years from now and recognize that the war for Europe began in October, 2005. The question is if France is going to succumb meekly or fight for its existence. I don't care for their track record in this area.
